Minimum qualifications:

  • Bachelor's degree or equivalent practical experience.
  • 7 years of experience in business development, partnerships, marketing, or consultative business.
  • Experience working with C-level executives and cross-functionally across all levels of management.
  • Experience managing agreements or partnerships.
  • Ability to communicate in Mandarin and English fluently to partner with local clients and region partners.

Preferred qualifications:

  • Experience in advertising sales, digital marketing, consulting, brand marketing, or in a media agency environment.
  • Experience improving business relationships and developing new business opportunities.
  • Experience in ecosystem planning and development.
  • Ability to think strategically about complex issues and to develop recommendations and action plans.
  • Ability to lead and manage multiple projects with a broad range of internal and external constituents simultaneously.

About the job

As a Strategic Partner Development Manager, you'll open doors with potential partners, lead exploratory discussions and evaluate/develop business opportunities. You will lead cross-functional teams, provide thought leadership and serve as a mentor to managers and associates. You are comfortable escalating and presenting business development strategies and key issues to senior management. You'll work closely with Google Product, Engineering, Legal and Sales teams on new product initiatives and key strategic relationships that support our online advertising business.

As a Senior Strategic Agency Manager, you will be the primary engine for expanding Google’s Agency Ecosystem in China. Going beyond traditional agency portfolio management, you will be expected to identify, acquire, and accelerate the next generation of partners, including influencer marketing agencies, Social-first agencies, brand building expert and regional export specialists. You will work with a vendor-supported acquisition engine to identify prospects, negotiate partnership terms, and incubate agencies to graduation status, ensuring a pipeline of future-ready partners for the GCS business.

Responsibilities

  • Develop and execute data-driven market mapping to identify high-potential agencies like cross-border Multi-Channel Networks (MCNs) or tech-enabled providers based on key business models including B2B, App, and Branding. Assess market trends to pivot hunting focus toward high-growth areas like influencer marketing and social compete to maximize outreach effectiveness.
  • Direct external vendor teams responsible for scaled research, cold calling, and qualification. Optimize the lead funnel to ensure high-quality hand-offs from vendor research to strategic engagement.
  • Lead executive pitches to recruit new partners, articulating Google’s value proposition against participants. Negotiate partnership terms, incentive frameworks, and Joint Business Plans to align investments with growth goals.
  • Own the incubation lifecycle for new partners by implementing intensive onboarding, product training, and operational setups for rapid ramp-up. Monitor strict performance KPIs regarding business, capability, and compliance to drive partners toward graduation.
